Roofing underlay market Germany: demand and forecast to 2031

How is the roofing underlay market in Germany developing? The dataset quantifies demand for roof underlay membranes as installed area in million m² for every quarter from Q1/2021 to Q4/2031 – as historical market data and forecast.

It covers membranes for pitched roofs laid on the outside of the insulation or rafters beneath tiles or slate. They form a second drainage layer against driven snow, wind-driven rain and condensation and act as a wind barrier; on insulated pitched roofs they are standard. Vapour-permeable underlays with a low sd value (equivalent air layer thickness) dominate. Wood fibre sarking boards, facade membranes, flat roof waterproofing and the internal vapour control layer are excluded.

The underlay is laid in the same operation as the roof covering and follows the market for tiles and slate. The German Buildings Energy Act (GEG) requires insulation when a roof covering is renewed, so practically every re-covered pitched roof receives a new underlay. Key drivers are single- and two-family houses, mostly with tiled roofs, and re-roofing. After the slump in house building and steep tile price rises in the energy crisis, roof covering is recovering without regaining its earlier level by 2031, and renovation gains weight. Mostly flat-roofed non-residential buildings play a minor role.

Which questions about the roofing underlay market does the dataset answer?

  • How does in-house capacity planning for underlays match the expected volume path?
  • How important is re-roofing compared with new build?
  • How fast does installed area recover after the slump in house building?
  • How is volume split between residential and non-residential buildings?

Who is the dataset for?

Underlay manufacturers use the series for capacity and sales planning, nonwoven and film suppliers for volume forecasts. Merchants manage stock, roofers and carpenters match order books. Investors and analysts use it for assessments.

Data basis and methodology

The data cover new build and renovation, each split into residential and non-residential buildings, plus the total market. The model links building completions, building permits and roof renovation activity with product-specific parameters such as roof area per m² of floor area, membrane overlaps and the share of pitched roofs by segment. Volumes were derived from stock, equipment and renewal parameters and checked for plausibility against available industry information and internal data.

Delivered as CSV and Excel files, each in German and English, with 44 quarterly values. Related datasets: Clay roof tiles (plain, interlocking), Concrete roof tiles, Vapour barrier / retarder (PE/PA) and all data on roofs.
