Concrete paver market Germany: demand for concrete paving and forecast to 2031

How is the concrete paver market in Germany developing? The dataset quantifies domestic demand for concrete paving stones in million m² of laid area for every quarter from Q1/2021 to Q4/2031, as historical market data and forecast.

The dataset covers concrete pavers for outdoor areas at buildings: driveways, parking spaces, paths and yards in housing, plus car parks, yards and fire access routes at commercial, logistics and public buildings. Standard formats, design and large-format pavers and permeable paving are included. Public roads, pavements and squares belong to civil engineering and are excluded, as are kerbs and gutter stones. Terrace slabs, natural stone setts and drainage channels are separate.

Most demand comes from renewing existing areas, as the paved stock is many times larger than annual additions. New-build demand follows single-family housing and commercial projects shortly before completion. A pandemic landscaping boom was followed by a clear decline as interest rates rose and single-family housing slumped. After a slight upturn in 2025 and a renewed dip in 2026, the series grows moderately with modernisation and new-build recovery. Asphalt and in-situ concrete are the main alternatives; possible structural growth of large-format or permeable pavers is not separately included.

Which questions about the concrete paver market does the dataset answer?

  • How is paved area split between residential and non-residential buildings?
  • How much does renewal of existing areas carry the market compared with new build?
  • How is demand normalising after the pandemic landscaping boom?
  • How does the paving season run across the quarters?

Who is the dataset for?

Target groups are concrete block plants, their suppliers of cement, aggregates and pigments, merchants, and landscaping and paving contractors. Developers and planners use the data for market monitoring, investors and analysts to assess plant capacities and sales trends.

Data basis and methodology

The series is split by new build/renovation and residential/non-residential buildings, plus the total market. The model links completions, permits and renovation activity with parameters such as paved outdoor area per m² of floor area, the paver share versus asphalt and concrete, and the renewal rate of the stock; the outdoor work season is included. The model was cross-checked against available market and industry data as well as internal data.

Delivered as CSV and Excel files, each in German and English, with 44 quarterly values. Related datasets: Terrace slab (concrete/natural stone), Drainage channel (linear drainage), Twin wire mesh fence and all data on structural work, load-bearing structure and outdoor facilities.
